Board adopts Housing Element; backs affordable housing ordinances

NJ MONTVILLE — Board adopts Housing Element and Fair Share Plan, securing 10-year litigation protection. The plan covers 354 units across two mixed-income projects: Diversified 55+ (266 units, 53 affordable) on 28 acres and 205-207 Changebridge Road (88 units, 16 affordable plus two via payment in lieu). Board Planner Joseph Burgis noted that state statute requires municipal adoption by March 15, 2026, or developers gain streamlined approval authority.
The Board recommended five ordinances as Master Plan-consistent while recommending a sixth (Block 59.2 rezoning to OB-4) as not consistent, though the Township Committee retains discretion to adopt any ordinance.
